| Interreg IIIC Platform Project
An application was submitted in July 2003 but was referred back because some of the detail was not clear enough and there were some adjustments that had to be made to comply with the criteria for eligibility. After further discussions with some of our partners, and encouragement and advice from Liz Mills our IIIC Contact Point and the staff of the Interreg IIIC West Secretariat, the application was revised and submitted for approval on 16th July but was referred back again for further work. A preliminary scoping study has since been carried out to identifying existing and proposed transboundary policy and carrying out an initial review of inter-regional relationships. That study can now be viewed by clicking the link below. (SCOPING STUDY………) The revised project will begin where the Interreg IIC NETA project left off at its final international conference in 2001. Delegates had agreed to implement 6 key proposals and senior officers and politicians representing them signed a resolution to that effect. The 6 proposals were – 1. Develop a NETA Platform to co-ordinate and support INTERREG III proposals for Action and Investment 2. Reinforce the NETA concept through marketing initiatives to the EU, national and regional governments, the business community and promotion of eco-cultural tourism 3. Develop the "braided approach" to more sustainable multi-modal transport along an alternative west-east axis linking North West Europe and North Sea areas to accession states in East Europe and the Baltic and to seek priority TENs designation to secure its implementation 4. Build on existing, established joint working and inter-regional co-operation for the promotion of counterweight global gateways and polycentric clusters of economic activity to achieve improved cohesion within the EU 5. Assist the above developments through reinforcement of the emerging transnational, professional and political networks across the NETA corridor 6. Support and add value to the principles expressed in the ESDP adding a new dimension to the Spatial Vision for Europe The core management team continues to support and maintain the NETA network and its resources. Currently there are 21 bodies and organisations forming the partnership. The IIIC Platform operation identifies 4 goals to achieve, picking up the recommendations proposed by the Interreg IIC project and generating further work relating to transport and environmental issues. 19 partners are expected to participate and each component will be managed by a different partner. 1. The Lead Partner will conduct a review of NETA and its network, report on its progress to date and make recommendations for its future development 2. The Island of Ireland partnership will extend its NETA IIC logistics studies and look more closely at the problems 3. The partners from Minden-Lubbecke Germany will develop a local marketing strategy for that region which will be adapted transnationally for the partnership 4. The UK Environment Agency, working with a Polish region will a pilot a programme to transfer and exchange of knowledge and experience which defines a best practice methodology to reclaim contaminated land The remaining partners will participate in the management, supervision and monitoring of the operation and its promotion. The project will be submitted to Interreg IIIC West in 2005. INTERREG IIIB NETA Road to Rail and Counterweight Global Gateways Projects These two projects were submitted in April this years and both have been referred back for further development to be re-submitted, subject to there being enough money left for the next call. The NWE (North West Europe) Joint Technical Secretariat is not yet in
a position to confirm whether or not it is feasible re-submit these projects.
In the meantime the suggestions and comments set out in the letters of
referral have been taken up and are being acted upon them, in anticipation
that the projects will be re-submitted.
